Assistant Vice President, Workforce Training & Education Assistant Vice President, Workforce Training & Education Req #19181 Job Summary The Assistant Vice President of Workforce Training & Education reports to the Associate Vice President, Workforce & Economic Development and is responsible for providing vision, innovation and leadership in the planning, development, identification of modality, and implementation of new courses, programs and certificates for non-credit and credit offerings, workforce education, community education and, continuing education units for licensed professionals; managing non-credit and special credit offerings, including but not limited to conducting program evaluation and facilitating non-credit to credit transfer; managing and supervising Workforce Training staff, budget and operations, including revenue generation and development cost recovery; cultivating and managing relationships with industry, including but not limited to Program Advisory Committees, content reviewers, curriculum developers, business partners; and, pursuing, securing and administering external funding opportunities to support the program initiatives. Assistant Vice President will provide assistance to Associate Vice President in daily operations, academic/program administration and, staff supervision within Division, as delegated. This is an at-will position. Essential Responsibilities and Duties LEADERSHIP: - Provide leadership, support and supervision for department or division faculty and staff. - Coordinate department or division faculty and staff in endeavors to achieve the College's mission and strategic plan. - Help the division faculty/trainers and staff to establish an appropriate vision and goals that have a clear tie to the College's mission, and coordinate efforts to achieve those goals. - Recommend program initiatives and oversee the development of new programs - and courses for academic disciplines as well as Continuing Education/Workforce Training, non-credit program. A wide array of program/training offerings will span the following Workforce Clusters; Business & Finance, Ed4Life, Energy, Healthcare, IT, Manufacturing & Advanced Materials, Technical Trades, and Transportation. - Provide focus and direction to the comprehensive Continuing Education/Workforce Training programming, including but not limited to varied modalities, mediated instructional technologies, non-traditional schedules, and relevant workforce certifications. - Employ innovative enrollment management strategies to support the courses and programs. - Conduct community assessments on a regular basis to determine program, course and workforce certification needs. - Develop and implement strategies to enhance the quality and effectiveness of courses and programs. - Actively assess programs to determine effectiveness and meet all accreditation standards as defined by the Northwest Commission of Colleges and Universities. PERSONNEL: - Ensure that College personnel policy and procedure is appropriately applied to personnel matters within the department or division. - Coordinate and evaluate the professional activities of all members of their division or department, to include providing guidance to faculty regarding professional growth, evaluation, and tenure. - Hire, train, and lead all personnel within the scope of the position. - Oversee the orientation of new continuing education faculty and corporate trainers concerning College policies, procedures and facilities. - Oversee the evaluation process for administrative, professional and support staff, and part-time faculty assigned to areas of responsibility. - Oversee grant projects, including but not limited to role of Principal Investigator, as appropriate. BUDGET MANAGEMENT: - Prepare and maintain a department and program budgets. - Monitor department inventory, supplies, and capital equipment. - Coordinate the informed budget process among department programs and initiate budget requests with their justifications. - Maintain fiscal control of department budgets, ensuring that department funds are used in accordance with all College policy and state statute. - Establish appropriate service and staffing levels and allocate resources according to SLCC policies. - Maintain statistical data on enrollments and conduct routine analyses of the data. - Pursue and obtain revenue through grants, contracts and entrepreneurial opportunities that support existing or new programs that benefit the community and workforce. ACADEMIC PROGRAMS: - Assist the Associate Vice President in developing new and modifying existing programs to promote student learning outcomes and program effectiveness. This may involve activities such as the following: Collecting and utilizing survey data and student interest data; developing program impact; preparing and coordinating articulation agreements; implementing Concurrent Enrollment processes; coordinating transfer information; coordinating utilization of facilities. - Initiate, plan, and oversee implementation of all academic offerings in the division or department, with appropriate involvement of assigned faculty and staff, the Dean, and College planning bodies. Wherever appropriate, utilize and report the advice of Program Advisory Committees (PACs) and provide staff support for PACs. - Along with deans, take a leading role in academic program quality and assessment of student learning outcomes. Serve on the school Curriculum Committee and Student Learning Outcomes Assessment Committee. Assist with department- and College-wide evaluations for agencies such as the Board of Regents, the Northwest Association of Colleges and Universities, and provide leadership for disciplinary and/or processional accreditation. - Ensure inter-departmental/inter-division coordination and cooperation. - Ensure that the class schedule meets students' needs, while at the same time being fiscally responsible and efficient. - Support the exploration, scheduling, improvement, and use of learning modalities and delivery methods, including flexibly scheduled learning, distance learning, and classroom technologies. - Ensure that the College catalog is accurate and current, and assist in the preparation of all relevant College documents, including the class schedule, brochures, etc. - Maintain an inventory of current course syllabi, and monitor the development of new and revised syllabi. COLLABORATION - Work with academic and student services leadership within the college to best serve students, community and industry workforce education and training needs. - Oversee development of educational pathways between non-credit and credit programs - Lead and participate on appropriate community and industry committees and professional - associations. - Work with external entities, such as federal, state and local agencies to build capacity - for training and educational opportunities, and/or strengthen partnerships. - Attend and participate in professional group meetings and stay abreast of new trends - and innovations. ASSISTANCE & SUPPORT - Provide assistance to Associate Vice President in daily operations, academic/program administration and, staff supervision within the Division. - Provide support in strategic planning and implementation for the Division of Workforce & Economic Development. - Represent the Division in the absence of the Associate Vice President. - Other duties as assigned. Essential Responsibilities and Duties Continued Preferred Qualifications - Doctoral degree from an accredited institution in a related area. - Eight (8) years of demonstrated progressive leadership responsibility in one or more of the following areas: workforce training, adult/continuing education, workforce or management experience in business/industry at a Community College. Minimum Qualifications - Master's degree required from an accredited institution in a related area. - Five (5) years of demonstrated progressive leadership responsibility in one or more of the following areas: workforce training, adult/continuing education, workforce or management experience in business/industry at an institution of higher education. Knowledge, Skills & Abilities - Innovative, collaborative, and flexible management style; - Ability to work in a team setting; - Demonstrated excellent written and verbal communication skills; - Ability to address faculty/trainer, staff, and student issues in a positive manner. - Ability to meet deadlines; - Integrity, and high ethical standards, and an ability to engender trust; - Ability to manage the department or division in compliance with College policies, procedures, guidelines, and direction; - Strategic and entrepreneurial leadership; - Program management (e.g. planning, development, budgeting, etc.); - Personnel management, including employee development, training, scheduling, etc.; - Establishing, maintaining, and building upon industry-specific relationships with business, program, and community leaders; - Ability to communicate effectively with a broad range of diverse people, ability, culture, ethnic background, to maintain good working relationships across the College and Community. - Ability to work with all groups in a diverse academic, socioeconomic, cultural and ethnic background of community college students, faculty and staff, including those with disabilities.
