Job Description:
To qualify for this position, applicants must meet all
requirements by the closing date of this announcement, 04/20/2021.
Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-12 position you must have served 52
weeks at the GS-11.The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows
your time-in-grade eligibility must be submitted with your
application materials. If the most recent SF-50 has an effective
date within the past year, it may not clearly demonstrate you
possess one-year time-in-grade, as required by the announcement. In
this instance, you must provide an additional SF-50 that clearly
demonstrates one-year time-in-grade. Note: Time-In-Grade
requirements also apply to former Federal employees applying for
reinstatement as well as current employees applying for Veterans
Employment Opportunities Act of 1998 (VEOA) appointment. You may
qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized
experience equivalent to at least the next lower grade (GS-11) in
the normal line of progression for the occupation in the
organization. Examples of specialized experience would typically
include, but are not limited to: 1. Expert knowledge of analytical
and evaluative methods, plus a thorough understanding of how
regulatory or enforcement programs are administered to select and
apply appropriate program
evaluation and measurement techniques in determining the extent of
compliance with rules and
regulations issued by the agency, or in measuring and evaluating
program accomplishments, including
contractor performance. 2. Knowledge of the MidCon VISN structures,
mission, programs, and organizational relationships, plus a
thorough knowledge of quantitative and qualitative methods and
techniques to develop staffing
standards covering complex program functions or missions, e.g.,
management of agency research
operations, or staffing requirements for new or substantially
altered training or operational missions
and programs. 3. Knowledge of formal Federal Government contracting
practices to develop statements of work,
schedules of supplies/services, for the procurement of commodities
and services for four or more VISNS
(MidCon plus other central region VISNs). 4. knowledge of the
affected organizations, as well as knowledge of industry to analyze
the availability of potential suppliers or develop new sources, and
to assess the impact on the market of large Government
contracts.
5. In-depth knowledge of a specialized area to analyze difficult
contracting issues and work with the
Contracting Officer to identify alternative courses of action,
modify procedures and terms to satisfy
specialized requirements, and solve a variety of problems,
including those requiring significant
departures from previous approaches. 6. Knowledge and skill
sufficient to manage all aspects of a major program involving
coordination of a number of contracts. This requires long-range
procurement planning; a thorough knowledge of the program
objectives, scheduling, and interrelationships with other programs;
and skill in interpreting policies to solve unprecedented
problems.
7. Knowledge of postaward procedures sufficient to serve as COR for
the administration of firm fixed-price, time and materials,
indefinite delivery, and complex service contracts which require
day-to-day
negotiations of significant contract changes, monitoring numerous
special provisions, coordinating
extensive subcontracting involvement, and observing rigid time
frames as the COR.
8. Knowledge of contract termination procedures sufficient to
perform a variety of tasks as an assistant to the Contracting
Officer. You will be rated on the following Competencies for this
position: Sourcing Program Planning Program Administration Analysis
Evaluation Experience refers to paid and unpaid experience,
including volunteer work done through National Service programs
(e.g., Peace Corps, AmeriCorps) and other organizations (e.g.,
professional; philanthropic; religions; spiritual; community;
student; social). Volunteer work helps build critical competencies,
knowledge, and skills and can provide valuable training and
experience that translates directly to paid employment. You will
receive credit for all qualifying experience, including volunteer
experience. Note: A full year of work is considered to be 35-40
hours of work per week. Part-time experience will be credited on
the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must
indicate clearly the nature of their duties and responsibilities in
each position and the number of hours a week spent in such
employment. Physical Requirements: The work environment involves
everyday risks or discomforts which require normal safety
precautions typical of such places as conference rooms or offices,
commercial vehicles, e.g., use of safe work practices with office
equipment, avoidance of trips or falls, observance of fire
regulations, traffic signals, safe driving practices, and similar
