Position: This position is located in the Defense Health Agency
(DHA) under the policy guidance and direction of the Assistant
Secretary of Defense for Health Affairs (ASD (HA)) and it is part
of the Department of Defense Civilian Personnel Acquisition
Workforce Personnel Demonstration Project (ACQ Demo). This position
is virtual, location negotiated after selection.
This is a Direct Hire Solicitation
- Responsible for management of cost, schedule, and performance
of Military Health Systems Acquisition Programs within the Defense
Health Agency, Program Executive Office or Program Management
- Plans, analyzes, and reviews major programs associated with the
acquisition of capabilities involving information technology and
services within the Military Health System (MHS).
- Monitors and performs detailed analyses of program progress and
utilization of resources.
- Develops, coordinates, and monitors testing, implementation,
and deployment plans. Conducts pre-implementation evaluations of
existing systems to determine cost, configuration compliance,
performance, adequacy, and assess potential problems.
- Reviews requirements, identifies project scope and processes,
reviews specific issues, and oversees tests and analyses to help
determine technical and operational requirements, interfaces,
logical sequence of task execution, and information flaws. Travel

(CAP). As a CAP, the incumbent will be required to sign a Tenure
Agreement which requires the incumbent to remain in this position
for a minimum of 3 years.

described below. Experience refers to paid and unpaid experience,

Specialized Experience: One year of specialized experience which
includes: applying program management principles directly related
to cost schedule and performance; AND facilitate and assist in
developing managing contracts; AND planning and/or managing
acquisition information technology programs or projects utilizing
process improvement or Agile methodologies; AND recommending
changes to acquisition programs. This definition of specialized
experience is typical of work performed at the next lower
grade/level position in the federal service (NH-03).
