Job DescriptionIRC Background:The International Rescue Committee (IRC) responds to the world's worst humanitarian crises, helping to restore health, safety, education, economic wellbeing and power to people devastated by conflict and disaster. Founded in 1933, the IRC is at work in over 40 countries and 25 U.S. cities helping people to survive, regain control of their future, and strengthen their communities. The IRC in Salt Lake City opened in 1994 and provides resettlement services through to newly arrived refugees, as well as over twenty different programs to educate and empower refugees.
Job Overview:The Small Business Program Manager will oversee the office's programs that support income generation, asset building, and financial capability for a diverse array of refugee owned and operated small businesses and micro-enterprises. They will be responsible for ensuring that these programs meet programmatic goals, are responsive to client needs, and operate within budget and compliance parameters. The position will directly supervise direct service staff and work with office leadership to ensure program sustainability through program and resource development activities including participating in proposal writing, fundraising, and grant administration and reporting. The Small Business Program Manager will take a lead in communicating program models, success, and outcomes to staff, community partners and funders. As a member of the office Leadership Team they will work collaboratively to leverage programming for highest impact through cross-program integration and significant contribution to overall program strategy formulation.
This is a full time, regular term position.
Major Responsibilities:

  • Provide leadership and supervision to Small Business program staff including leading team meetings, providing individual supervision, coaching and goal-setting, performance evaluation, managing workloads, and helping staff troubleshoot challenges;
  • Lead strategic planning for Small Business program including managing program growth and funding strategies
  • Oversee Small Business program services delivery including: developing and employing implementation strategies; ensuring grant compliance; implementing quality assurance protocols; engaging in data tracking/analysis and performing other administrative functions to ensure and provision of quality services; r
    • Oversee all tracking of program metrics including client case files, activity log, and revenue generated by participants, and other metrics as needed. Develop and communicate systems and protocols for all Small Business staff regarding data tracking and reporting;
    • Support all grant writing, fundraising, and public relations efforts for the Small Business Program, including reporting, in collaboration with Directors, Deputy Directors and IRC SLC Executive Director;
    • Work collaboratively with other programs to ensure that programming is integrated into the continuum of IRC services;
    • Significantly contribute to program and office-wide strategic planning and program design;
    • Maintain relationships with local partners and donors together with office leadership and grow partnership opportunities;
    • In coordination with office leadership develop and monitor department, program, and grant budgets;
    • Maintain professionalism, customer service, and uphold the IRC Way, the IRC's code of conduct;
    • Participate in program meetings, weekly staff meetings, staff development activities and national skills building trainings, calls, and communities of practice, while fully engaging as a member of the team;
    • Support general office logistics, such as office support and front desk, as applicable and feasible;
    • Comply with all policies, procedures, and protocols of the organization;
    • Other related duties as assigned.

      JOB REQUIREMENTS:
      Education:
      • Undergraduate degree, or equivalent experience, in Business, Small Business Development, Microenterprise, Finance, Entrepreneurship, or related field. Master's/graduate level education or equivalent work experience preferred;Work Experience:
        • 4 years of program experience within economic development and/or the social services field;
        • Experience supervising staff; preferably within a social services environment;
        • Experience managing grant-funded programs, especially federally-funded programs, strongly preferred;
        • Experience working in a direct service role preferred;
        • Experience and training in trauma-informed and person-centered services;Demonstrated Skills & Competencies:
          • Strong organizational skills including: multi-tasking, prioritizing, planning, and effective time management.
          • Ability to work independently as well as on a close, collaborative team.
          • Fluency in written and spoken English, with bi-lingual ability preferred.
          • Ability to communicate with limited-English speakers, and demonstrated multicultural experience.
          • Competency in Microsoft Office required; additional technical skills an asset;
          • Valid driver's license, active insurance policy and access to reliable transportation.
            Key Working Relationships:Position Reports to: Entrepreneurship and Economic Wellbeing DirectorPosition Directly Supervises: Childcare Business Senior Coordinator, Small Business Counselors, and other staff, AmeriCorps members, and interns as needed.
            Work Environment:
            • Standard office work environment along with travel in and around the service delivery area
            • Flexibility to work some Saturdays and some weekday evenings as needed to support programming.
